LE TRAVAIL AU NOIR ET LE SYSTEME FISCAL : UNE ETUDE MICRO-ECONOMETRIQUE SUR LES DONNEES INDIVIDUELLES CONGOLAISES
Résumé
Cet article présente un modèle théorique et empirique d'offre de travail en présence de coûts de participation au marché noir au Congo Brazzaville. Ces coûts fixes et variables nous amènent à distinguer la décision d'entrer sur le marché noir et celle du niveau de l'activité. Nous avons procédé aux estimations économétriques sur les données individuelles congolaises. La procédure d'estimation en deux étapes d'Heckman nous a permis de corriger le biais de sélection de l'activité souterraine. Nos résultats montrent que les individus sont plus sensibles au jugement moral de la société qu'aux pénalités et risques encourus. En revanche, les contraintes institutionnelles dirigent les individus vers l'économie souterraine
