EFFET DE LA GOUVERNANCE SUR L’AIDE PUBLIQUE AU DEVELOPPEMENT EN AFRIQUE SUBSAHARIENNE.

Résumé


Cet article contribue à la littérature sur l’effectivité des conditionnalités de l’aide publique au développement. Il examine l’effet de la gouvernance sur la mobilisation de l’aide publique au développement en Afrique Subsaharienne. A travers un échantillon de 40 pays sur la période 2002-2019, nous utilisons les régressions quantiles avec effets fixes non additifs pour mettre en évidence le rôle de la gouvernance sur différentes composantes de l’aide publique au développement. Nos résultats révèlent que la gouvernance mesurée par un indice composite a un effet positif et significatif sur l’aide publique au développement dans sa globalité ou ses composantes bilatérales et multilatérales. Nous montrons également que les pays donateurs ont une préférence pour certaines composantes de la gouvernance, en particulier le contrôle de la corruption et l’efficacité du gouvernement. Les tests de robustesse confirment l’effet positif de la gouvernance quel que soit le niveau de revenu des pays, mais avec des intensités asymétriques.  Ces résultats suggèrent un meilleur contrôle de la corruption afin de mobiliser plus de ressources extérieures pour le financement de projets de développement en Afrique.
